Insufficient user privileges. Administrator rights required

I am running a exec on windows 8 R2 Server and one of my commands is failing with the following error message. Any Idea on what I can do?

if I open the agent run "Start Command Prompt with puppet" as administrator it works fine without a problem

I understand I need to run puppet as an administrator but if I am running puppet from the puppet master and the puppet agent service is running as Local System user which is a member of the administrators group then why is it still giving me insufficient user privilege error.

Is there any other way to specifically tell the puppet master to run commands as an administrator?
