Require service be running to perform install, need to restart post install

I'm trying to automate an install of Zenoss and I want to have puppet also control the install of ZenPacks (essentially plugins). The ZenPack install script talks to the Zenoss API to register the ZenPack so the service needs to be running for the install to happen. Once the install script finishes, the Zenoss service needs to be restarted to complete the install. I've tried to do this a few different ways but I always end up getting a dependency cycle error. How can I require the service AND notify it at the same time?

Since require means "do the required thing first" and notify means "do the other thing after, then send it a refresh" there isn't a good way to do this.

One way that will work, though it is hacky, is to setup a refreshonly exec that restarts the service.

This way you wind up with a chain of service -> ZenPack -> exec and can avoid dependency cycles.
