puppet service does'nt detect package to install

I have a puppet 3.4.3 agent running on a windows 2012 server. The class I try to run is simple: 2 packages. The first package is ok (.exe), and for the second the puppet agent doesn't detect he has to do something. The strange thing is that it is working if I launch the puppet_interactive.bat script instead of running the service.

Let's start by getting some more detail here. Can you post your manifest that is not working minus any sensitive data?

The problem is not with all packages, some fews only. I tried to launch the puppet service with the Administrator account instead of the "local system" one and it worked. See this link for the manifest :

may be but the problem is really the "not discovering package" when launched as localsystem.

Please provide an updated pastebin (or gist) containing manifest and output with --debug --trace --verbose (minus any sensitive data).
