I want to set up MCollective with ActiveMQ over TLS. Following the instructions here: http://docs.puppetlabs.com/mcollective/deploy/middleware/activemq.html#tls-credentials.

ActiveMQ is installed from the Ubuntu repository, and uses the SUN JDK. I've added the sslContext right above the transportConnectors in teh broker scope, as this seems to be the right place according to the ActiveMQ docs.

    <sslContext>
      <sslContext
        keyStore="pem/keystore.jks" keyStorePassword="poppenkast"
        trustStore="pem/truststore.jks" trustStorePassword="poppenkast"
      />
    </sslContext>

    <transportConnectors>
        <!-- transportConnector name="openwire" uri="tcp://0.0.0.0:61616"/ -->
        <transportConnector name="stomp+ssl" uri="stomp+ssl://0.0.0.0:61613 ...

You're not saying what version ActiveMQ you have but in slightly older ones you'd need to add these tags in alphabetical order - restriction is relaxed in 5.7.0 and newer iirc
