Can I pre-install a puppet agent and then sysprep a machine, are then any extra considerations to keep in mind?

The main issue is that the certname of your agent will be whatever the first host you installed on. So, you'd have to have a script to change that certname of the agent after you clone.

I haven't tried this personally but I suspect if you install the agent with the msi property to make sure the service doesn't start then you should be okay.

The next issue is that if the agent starts running at all it will generate an ssl certificate which you do not want copied to your other nodes when you clone. If the ssl certificate is created I suppose you could also run a script to delete the ssl directory on your agent after clone.
