Mixed open source and enterprise masters with PuppetDB

I am designing an environment using both puppet enterprise and open source masters behind a load balancer (different agents will use different masters). As I understand it I can't use a centralized CA because then I would have to pay licensing for all of the signed certificates used on the open source masters. Consequently each master runs it's own CA.

I want to use a shared PuppetDB but if I understand it correctly, PuppetDB needs a centralized CA in order to work with multiple masters.

In the future puppetdb will ship with PE, so yeah, this all gets a little murky license-wise, and support-wise for that matter.
