Can an agent node be controlled by two different puppetmasters??

No, because the agent and the master exchange SSL certificates that identify each to the other. Can you describe your use case in detail and why you want to do this? Perhaps there is some other solution that I or someone else can suggest.

If you are concerned about high availability, please have a look into putting multiple Puppet masters behind a load balancer. That is the typical way to solve the issue that you face. I have collected some links on this topic for you to read through:

If puppet-master server is down then there must be another machine(Another controller/master) with which we can control the nodes.
