Changes on manifests do not work until restarting puppet master

My changes in my manifests, do not apply immediatelly but only after some period of time (for example 10 mintues), or if restart Puppet master.

It happens in both: Passenger way or direct puppet master service.

Is there way to force cache expiration on puppet master, or configure it not to cache everything / check if some files are changed?

Have you tried this setting?https://docs.puppetlabs.com/references/latest/configuration.html#usecachedcatalog

Also take a look at the environment_timeout setting in puppet.conf.
