Certificate errors on Windows when installing module

I am using the the ruby gem of Puppet on Windows 7 x64 while doing some development and getting the certificate errors shown below. I have run all Windows updates as suggeseted by ... but no change. Any advise?

This looks like a permissions issue right off the bat - Error: Permission denied - (C:/Users/genebean/.puppet/var/puppet-module/cache/tmp-unpacker20150101-2488-k8z3d6/puppetlabs-firewall-1.3.0, C:/Users/genebean/.puppet/var/puppet-module/cache/puppetlabs-firewall20150101-2488-aaq3bm)

You should run puppet as administrator. Then it should work. http://www.howtogeek.com/howto/window...

I've encountered a similar cert error with puppet in Azure. My puppet command will complete successfully, but they always output the following warning:

Failed to add /C=US/ST=Washington/L=Redmond/O=Microsoft Corporation/CN=Microsoft Root Certificate Authority 2011

Starting the powershell window with Administrator privileges doesn't seem to matter.

This appears to be certs are not getting added properly. It could be that you need to explicitly import the certificates.
