You can enable SSL in PostgreSQL using the config_entry resource as described here. The code would look like this:

postgresql::server::config_entry { 'ssl':
  value => 'on',
}

You can also manage an SSL certificate on your PostgreSQL server using the camptocamp-openssl module (a Puppet-approved module).
