puppet agent unable to pull catalogue from master

hi , i am new to puppet. i have successfully installed puppet master 3.7.1 on centos 6.5 linux vm and agent installed on linux vm. agent registered to master and showing up under nodes on enterprise console. i created a simple manifest file under /etc/puppetlabs/puppet/manifests/site.pp with code to dump a file on /tmp folder. running "puppet apply site.pp" locally on master works fine but when i try to pull it from agent with "puppet agent -t", nothing happens, all i get is shown below.

Info: Retrieving pluginfacts Info: Retrieving plugin Info: Loading facts Info: Caching catalog for puppet-client Info: Applying configuration version '1424792059' Notice: Finished catalog run in 0.43 seconds

Ping works between agent and master and telnet from agent on 8140 works fine too. I did install few other agents and behaviour is exactly the same. i am not sure whats going on, kindly help.

just figured out, there is a site.pp at /etc/puppetlabs/puppet/environments/production/manifests and if i add puppetcode to this file, works fine. I have created my own site.pp at /etc/puppetlabs/puppet/manifest and this file is never read, why?

I use opensource puppet and not PE, but there is the concept of environments in newer puppet releases. See https://docs.puppetlabs.com/puppet/latest/reference/environments.html - this allows you to setup parallel sets of puppet configurations on the master. The client can toggle between them when it runs by setting the environment config in puppet.conf or by use of --environment on the command line.

If you are configured to use environments (which I believe is the default now), it will look for data in the environments area where you found the site.pp, instead of looking in the directories at the top level where you expected it.
