want to be able to put the raw erb file on the client host as well as interpreted file

We don't want to give our developers access to our puppet manifests/erb templates as of yet, but we want to be able to put the erb code onto the development box as well as how the erb is interpreted.

Other then also copying the template.erb to ../files and using a file resource to place the file onto the host, is there an easier way of doing this?

That seems like the correct way to do that. You could add a symlink from files/foo.html.erb to templates/foo.html.erb and make sure it's committed to your code repository along with the file resource that installs from files/foo.html.erb. That way, you can check out from your repository to anywhere, and the resources will continue to work.
