Is there a way to test local module using puppet master for dependencies?

Hi all, Im new to vagrant so please be patient. I wish to edit a module locally without pushing it to master and test it using puppet apply, and use the master to resolve the needed dependencies. An answer can also be: "dude your approach is wrong you should do it like that: ....."

I don't think this is possible. When using puppet apply, you are running puppet locally (masterless) which means all dependent modules need to exist on your agent.
