I am getting this error message while running #puppet agent --test after successfully certification authentication process.

Could not backup /etc/puppetlabs/mcollective/server.cfg: Connection refused - connect(2)

Every time Puppet tries to replace a file, it saves the old copy to the filebucket. Usually there's a global filebucket defined in your site.pp. Check that out and look at the server parameter. Make sure that is resolvable or change it to the proper server certname. Usually this problem is solved by making sure the hostname puppet resolves to your master.
