We probably need more information on what you want to do here. If you had to do this without Puppet, how would you go about this? Editing a config file? Adding a new user to the system? Restarting a service?

There is no need to edit the config file. Whenever we have to change the user through puppet script then simply write the in exec { command => su -c "USERNAME"},

But you would still need to input a password to switch over.. I think we're trying to get around putting passwords in puppet files

Where to put the password in puppet files? Please tell me.

well you could put them in a variable and then use that variable throughout all of the files. check this out http://docs.puppetlabs.com/references/latest/type.html#user-attribute-password
