On PuppetMaster server :

/etc/puppet/manifests

If puppet master & agent are installed and configured , and puppetmaster & puppet daemons are running, is just dropping a *.pp file in this dir enough to begin ensuring compliance of listed nodes ?

No. You need to assign classes to nodes either in site.pp or in an External Node Classifier like The Foreman.

The Puppet client doesn't run all of the time. Instead, it runs at an interval, usually every 30 minutes.

The client will gather its facts and submit them to the master, requesting a catalog. The master then takes those facts, tries to classify the node, and then tries to compile the catalog that the client's agent will apply.
