Below setting working fine on Oracle linux version 5.4 but not working on oracle lunux - 6.4 .

puppet agent -t on agent working fine but not working while sending catalog to puppet agent through mcollective from puppet master .

We are running puppet master 3.1 through passanger .

file { '/home/apps/SOXAPPS' :
        ensure      =>  'directory',
        mode        =>  '0750',
        group       =>   'socklogs',
      }

cat /etc/group contains the group .

chgrp socklogs /home/apps/SOXAPPS is working fine .

Can you post a link to a pastebin of the output when run with the --debug option? It would help to see the exact command Puppet is executing that generates the error.

Who runs puppet? Is it a mount? Any other (weird) filesystem? stat, getfacl and lsattr along the file path? And of course, as Greg mentioned, what does puppet agent -td tell?
