Can we make windows machine as a puppet master? If no, then why? If yes, then how? Thanks in advance.

I can't tell you "why" exactly (other than it's too difficult to port), but I can tell you that you should not expect to see the Puppet master supported on Windows soon, if ever.

The list for Puppet 3.7 of supported operating systems and the components they can run is at https://docs.puppetlabs.com/pe/latest/installsystemrequirements.html#operating-system.

Puppet 4.0 was released yesterday and docs are still being updated but the system requirements should show up at http://docs.puppetlabs.com/puppet/4.0/reference/install_linux.html#review-supported-versions-and-requirements. I expect *nix will still be required for the master initially.
