Can we make windows machine as a puppet master? If no, then why? If yes, then how? Thanks in advance.

I can't tell you "why" exactly (other than it's too difficult to port), but I can tell you that you should not expect to see the Puppet master supported on Windows soon, if ever.

Puppet 4.0 was released yesterday and docs are still being updated but the system requirements should show up at I expect *nix will still be required for the master initially.
