how to Install VM on a standalone ESX server using Puppet?

I am a newbie to Puppet administration. I am trying to deploy a VM on an ESX server.

Is it possible to do it ?

I don't want connect to the VCenter(it is a single ESX setup).

Also while deploying the VM it is possible to assign a static IP address directly from puppet

I have downloaded the Learning Puppet VM and installed. I want to learn some more.

Yes, you can do it with Razor, and there is a nice 5-part Razor tutorial available.

The tutorial (part 4, I think) shows how to assign the IP address to the newly-installed VM.

I haven't used Razor yet, but my understanding is that you install it on a server, then use it to boot new VMs (or hypervisors) for installation. It loads ...(more)
