how to define php_flags in hiera

I've tried setting them as a hash, but the flag values are not being recognised:

php_flags:
    log_errors:
        flag: on

sees 'log_errors' appearing in the vhost, but with a flag value of off. I've tried using values of 'on', true but none of them seem to give me a value of 'on' in the vhost.

I suspect I'm just using the wrong data structure so can anyone point out where I'm going wrong?

Thanks

After some testing, I found the hiera structure below is the appropriate one -

apache::vhosts
    vhost_name:
        php_flags:
            log_errors: "on"

assuming you're using something like

$vhosts = hiera_hash('apache::vhosts')
create_resources(apache::vhost, $vhosts,$default_setup)
