correct startup options for puppetlabs::mysql

I need to set root password, create users etc. which means that the mysql daemon needs to be running as part of the manifest run, so I've got the following in my module:

class { '::mysql::server':
    restart                 => false,
    service_enabled         => true,
    service_manage          => true,
...
}

however once executed, I need the service to be stopped and only to be started manually - i.e. if I reboot the box, the service won't automatically start.

Can anyone suggest the correct setup configuation to use?
