Always getting "Error 400 on SERVER"

I am trying to get Puppet to download a file from /etc/puppet/files on the puppet master.

My /etc/fileserver.conf contains this:

path /etc/puppet/files
allow *.*

The site.pp configuration says this for the node:

node testclient {
  file { 'C:\Windows\Temp\hosts':
    ensure => file,
    owner => nobody,
    group => nobody,
    mode => 0444,
    force => false,
    source => 'puppet:///files/hosts',

The owner, group and mode attributes didn't change the behaviour.

The test client is a Windows 10 VM.

Whenever I run puppet agent --test on the client computer, I get this error:

Error: /Stage[main]/Main/Node[testclient]/File[C:\Windows\Temp\hosts]: Could not evaluate: Could not retrieve file metadata for puppet://puppet/files/hosts: Error 400 on SERVER: Not authorized to call find on /filemetadata/files/hosts with {:links=>"manage", :sourcepermissions=>"use"}

What am I doing wrong? I googled this but couldn't find a single reference to this particular issue.

Solved the problem by using /export on the file system rather than /etc/puppet/files.
