How do I best manage updates to guest OS's under Puppets Control

When updates are released for various guest OS's like CentOS or Windows under puppets control how do I avoid ending up in an update circle between guest OS own mechanism applying updates and puppet runs undoing it only to repeat all over again

Fundamentally, the answer to this problem is give one process exclusive control over the thing you want to manage (versions of software). Your issue arises because you have inconsistency between two different processes.

1: You might manage installed package versions through Puppet - this way only Puppet manages the effective patch level and your package repos need to have the correct version in them. Using ensure => latest or ensure => $version are possible approaches here - you'll need to control the contents of your repos appropriately, making newer versions available according to the schedule of Puppet runs and your outage/change management ...
