Is there a workstation in Puppet as there is in CHEF?

I am a CHEF (opscode) user. I am trying to setup a puppet instance. Is there a workstation (personal pc) in which you do your development and then upload to the Puppet Master. Is there also a Hosted Puppet Master by Puppet Labs which can be used to manage configurations between the Master and the Agent?

A rough mapping of Chef and Puppet.

Chef Server - Puppet Master

Chef Client - Puppet Node

Chef Recipe - Puppet Manifest

Chef Cookbook - Puppet Module

Chef (apply & chief-client) - Puppet (puppet apply)

The difference I believed is on Puppet, the software you install( in older version -afaik ) can act as agent or master node depending on how set it up. So for example you can do your module(cookbook) on the client and apply/enforce it on itself using puppet apply. If you however, operate on master/node set-up you need to upload/copy your puppet module to the master and configure the node to subscribe and pull it from master.

Also PuppetLabs doesn't have a cloud/hosted Puppet master that you can subscribe.
