pe-puppetserver.service timeout during install

I am having an issue installing PE2015.2 on Centos 7. The pe-puppetserver.service is taking longer than 120 secs to start and this stops the installation. I can change the systemd config for the service to 4 mins and it will start. However, I can not restart the installer at that point. Has anyone else ran into this issue? I have tried increasing the resourses for the VM but it still times out.

UPDATE: The same settings work fine on a different VMware configuration. Originally I was installing on a Windows 10 host running VMware workstation 12 pro and saw this failure every time. I then installed on a mac book pro running VMware fusion 7.1.2 pro and the service started much quicker and the installation completed. The windows machine has far greater resources than the mac I am not sure why the service takes so long to start in that configuration. The is almost no cpu or disk util during the startup period either.

Is DNS functioning correctly in the VM running on your Windows 10 machine? When you see services taking a long time to start up, it's often related to non-functioning DNS.
