Upon losing connection to the master how will the agent behave? Will it fall back into masterless mode?

CfEngine, can be configured to use fallback masters or will run in a offline mode correcting against the last known valid configuration if no master can be found. Can puppet fallback into a masterless mode and then continue using any valid master once a connection has been restored?

No, if you loose the connectivity during a puppet run and if the catalog needs to access resources from the master, that resource will fail.

Also, you can't start a puppet run if the master is down.

You can use "puppet apply" in order to not use a master at all.

Your puppet agent will continue to use the last known catalog on puppet runs, so it will continue to ensure the previously known state
