What is the lock file we can check to make sure puppet configuration is still running?

What is the lock file we can check to make sure puppet configuration is still running? Can we check /var/lib/puppet/state/agent_catalog_run.lock file for all the OS environments like Windows and Linux?

I am using puppet 3.8 in windows server 2012 and I could see that the lock file is getting created. Will it vary for different windows versions?. Also as mentioned in the link above is it only the .pid file that got removed or both the .pid and .lock files got removed in windows.

Is there any consistent way to check that the puppet agent configuration is still running in windows. Can I check some property in last_run_summary.yaml file?
