Why does puppet make an entry regarding triggering re-parse of all config files even when the file has not been modifed?

Why does puppet make an entry regarding triggering re-parse of all config files even when the file has not been modifed?

Could this action affect any service? It seems to occur every 7 days, however, why would the time change from 17:01 to 20:02 (one day later) when there was no service restart in between?

Puppet Version 3.3.1 OS: Solaris 10

root@HOSTNAME# ls -l /etc/puppet/puppet.conf

root@HOSTNAME# ls -l /etc/opt/csw/puppet/puppet.conf

Didn't see this before, did you do a puppet run with -debug set? It will likely throw why the files triggered a refresh event.
