https://docs.puppetlabs.com/puppet/3.8/reference/post_install.html says:

"In the [main] section of the master’s puppet.conf file, set the dns_alt_names setting..."

https://docs.puppetlabs.com/puppet/3.8/reference/config_file_main.html shows dns_alt_names under [master]

https://docs.puppetlabs.com/puppet/3.8/reference/configuration.html#dnsaltnames doesn't help to resolve that question either way.

The [main] section of the configuration file is used by all puppet tools, each one of which also has its own specific section. So the puppet master will use settings from [main] and [master]. Configuration settings that are not appropriate to the tool in question will be ignored.

So the dns_alt_names setting can go in either [main] or [master].

For what it's worth, the best way to submit bugs on the documentation (or any other PuppetLabs-supported tool) is to use the PuppetLabs bug tracking system at http://tickets.puppetlabs.com; you can create an account there, then use the Create button to submit a new bug against the Documentation project.
