Dear Puppeteers, Is it a good idea to manage VCS (Veritas Cluster Service) configuration with puppet?

I have searched online, looks like nobody does this.

Why not? Most people who use Puppet also use Linux, VMware, AWS etc, whereas Veritas is a technology mostly used in the commercial Unix world, and mostly on Solaris and HP-UX. But there's nothing about the way VCS works that makes it unsuitable for Puppet configuration management. It just means you'll need to be willing to write your own VCS module, and possibly publish it on the Puppet Forge for others.
