Make sure the package python-pip is installed.

After that, you can use the puppet resource package with provider pip.

With puppetlabs-stdlib you can declare:

   ensure_packages(['python-pip-package1', 'python-pip-package2'], {
         ensure   => present,
         provider => 'pip',
         require  => [ Package['python-pip'], ],
  })

assuming that python-pip is a pip package depending on Python 2.7 (on most distributions).
