What is Native Weblogic Function Within Puppet for puppet type and providers ? and how to create type and providers ?

The most complete set of modules for Oracle / Weblogic that I have seen come from the user biemond on the puppet forge. I haven't worked directly with them, but a combination of orawls, wls, and/or orautils will probably get you most of the way to where you are going, also with using one of his jdk modules.

He implements native types/providers which take advantage of the WLST (WebLogic Scripting Toolkit, IIRC) to handle most of the interaction with weblogic directly.

The types are described in the README file, and he has several examples that can be stood up with vagrant to demo how they work. I believe you have to provide your own copy of the weblogic binary, however.
