how to solve the file paths must be fully qualified error

I am trying to install a application and my installer file is inside modules/module/files/installer.exe my init.pp is inside modules/module/manifests/init.pp

In the puppet I have mentioned the file location as

source => "puppet:///modules/module/files/installer.exe "

I also tried

source => "./files/installer.ece"

but it does not recognize until I mention the full path i.e.

source => "e:/~/modules /module/files/installer.exe"

but this would make my scripts static since I might have to move the files

You don't need the /files/ part of the puppet URI. You should just be using source => "puppet:///modules/module/installer.exe"

I tried it. did not work. does it make a difference if I am working with a standalone puppet agent? isn't the module the same? is there any configuration I have to setup before using the puppet:///?

Yes, it would make a difference if you are using a standalone. From your examples, you are using "puppet apply" to use local modules, not "puppet agent" from a central server. If you're only applying local configurations, you are stuck with giving the full path name as far as I'm aware.
