Reloading puppet master with kill -HUP causes agent connection problems

We're currently trying to figure out what the best way is to restart the puppet master when some configuration files change. Currently we're sending a "kill -HUP" as described in the documentation: https://docs.puppet.com/puppetserver/... However during that restart puppet agents that run during that timeframe fail with something like:

(err): Could not evaluate: Could not retrieve file metadata for puppet:///modules/puppetmaster/autosign.conf: Connection refused - connect(2) for "our.puppet.master.address" port 8140

Our puppet agents are configured pretty default, so according to the documentation this means a http timeout of 2min. I don't see that happening, it seems to fail immediately.

Is there a way to solve this?
