Getting Windows Updates installation history

I would like to use Puppet for reading Windows Updates log but I am not sure how, I would like to know what time was the last update ,what has installed the Update,and who did that (which user).

Your best bet would be to use an external fact using powershell. The Get-Hotfix command seems to have all the information you need although the InstalledOn data is for a on which DAY it was installed, not time, so you may get a lot of hotifxes for a particular point in time.
