Puppet Master install without root access

I wish to install Puppet Master software but do not have root access. As the /Unix/Linux servers are maintained by another team, getting root access or asking the Sys Admin team to install Puppet is not a feasible option.

Can someone please let me know if it is possible to install Puppet Master without root access?

I don't think this is possible. Puppet requires root access to run so you will need root access to install it. Even if you want puppet to run as a non-root user, you will still need to install and configure as root.

We have restrictions on running Puppet so both the master and the agents are configured to run under a user account. We are using Community version 3.7.4.

I believe that the community version can be installed and set up without root permissions and that it will provide the same functionality as Puppet Enterprise. It will be great if you can confirm this. Will also read up and try to find out differences between Puppet Enterprise and Community versions
