Does puppet.conf contain the correct name for your puppet master?

yes its in there. retired stopping all services making sure they all stopped, then restarted them. then try to run pupet agent -t from the master, get Error: could not retrieve catalog from remote serverL Error 400 on Server: failed to submit 'replace facts' command for name to PuppetDB name:8081

different error from before... you restarted puppetdb also - if not I suggest you do? does facter fqdn return the same value as hostname -f? (it should!) if above 2 suggestions dont help I'd suggest regenerating cert - puppet cert clean for the host, rm /var/lib/puppet/ssl/hostname*
