I have seen examples of how to do this but I can't find it again. How do you set variables on doing a puppet agent.

Something like puppet agent { $environment = "dev" } ?

you can set them in puppet.conf, or for ad-hoc runs on the command line e.g:

puppet agent -t --environment dev
