SSL Certificate problem

Hello, i have a problem with certificate SSL :(

This is my config =>

1 PUPPET SERVER :

name : puppetserver 
@IP :  192.168.138.137

/etc/hosts

1 PUPPET CLIENT

Name : puppetclient1 
@IP : 192.168.138.136

/etc/hosts

/etc/puppet/puppet.conf

I would like to generate a certficat but he doesn't work

This does not look like a SSL / certificate issue.

Are you sure that your puppetmaster is running and accepts connections from "outside" ? Is there a firewall which might be blocking requests to the network port of your puppetserver?

Could you to remove and regenerate certificates, if doesn't work, try to reinstall client and see. check in /var/log/messages for any Clues...
