Puppet Sever Hits Maxes CPU on when started

I am new to puppet and installing to follow some tutorials. I have tried installing on two totally separate machines: my laptop and a VPS Server. One Mint Linux and the other CentOS 7. Each, soon as I run:

systmctl start puppetserver

the CPU ramps up to 100% on each core from puppetd:

PID USER PR NI VIRT RES SHR S %CPU %MEM TIME+ COMMAND

6684 puppet 20 0 5077220 1.036g 19680 S 319.3 13.8 1:17.80 java

Above is on a dual-core hyper-threaded i5 running Linux Mint. I have also tried this on my VPS running CentOS 7 with the same results. Pretty sure I am using the correct puppetlabs repository on each. On Mint here is the uname output:

mint ~ # uname -a Linux mint 4.10.0-42-generic #46~16.04.1-Ubuntu SMP Mon Dec 4 15:57:59 UTC 2017 x8664 x8664 x86_64 GNU/Linux

The following APT repository was installed:

puppetlabs-release-pc1-xenial.deb

The only two things I can think of are: 1) try a nightly build 2) try Oracle Java instead of Open Java.

What Java implementation is preferred for Puppet? Open or Oracle Java?

Since this has happened on two separate boxes, each running open-java and not Oracle Java, I just wanted to confirm with someone more knowledgeable of puppet. As putting a new java version on my main workstation (the Mint Laptop) will be like pulling teeth in recursive failures from other products (I am not really a Java guy. LoL)

P.S. I have even tried different kernels, fully updating Linux, and changed the memory configuration to 3GB and 512Mb. Each to no avail....

whats in the puppet log files and system logs - is it doing anything? also worth doing an strace of the process?
