I am new to the puppet. I have an online server master and 100 offline servers with agents, how can I sync data and install all required modules. I thought Puppet will take care of it automatically, but looks like I have to do something.

You could create an RPM that has all of the modules that you need contained within the RPM itself. Of course, I'm assuming you're using a Linux-ish OS. Optionally, you could have a cron job that runs rsync to sync up the code. Or you could use GIT to pull a control repo down and then run R10k.

Puppet's default mode of operation has one or more masters that serve configuration to the agents installed on each server. The agents do not need modules or data, all their configuration is encapsulated with the catalog that comes from the master.
