Can someone please help me. Actually I need to start service on some nodes one by one. I mean service is started on 1 node, then I need to start it on 2 3 nodes. Is there anyway to do it by puppet.?

Do you need this to happen regularly (as a part of a 'global puppet run'), or do you need this to happen sometimes / as a triggered event? If the latter, Puppet Tasks / Puppet Bolt is what you are looking for.

Also, with Puppet Enterprise, If you are trying to do a canary / slow roll out, or even just a 'master initialization' followed by agents, There may be some capability for that in puppet pipelines... If possible, being able to specify initial 'master' status as declarative code is more puppets style
