package ensure latest dpkg semantics

if I have something like this

 package { "${package_name}":
        provider => dpkg,
        ensure => latest,
        source => "${target_dir}/${target_name}",

And there is a new version to be installed, will this be performed as an uninstall then install?

It will be performed like any other upgrade using the Debian package management tools.

Puppet will run a dpkg -i packagename_$version.deb which will upgrade the package if an older version is already installed. This is because the dpkg provider of the package type supports upgrades (upgradeable) of packages and you specified the ensure => latest.
