pluginsync mismatch when using multi master

I have setup a multi master environment in production where i have the original master and a new one sitting behind a netscaler. What I am experiencing now is all the agents in our environment constantly sync the plugins depending on which master server they hit. I have tried several things such as:

have the two masters point to one or the other but not both. Had the new server copy everything in /var/lib/puppet/lib from the old server. disabled pluginsync in /etc/puppet/puppet.conf in the [agent] section on the new server.

oh and agents and masters are running puppet 3.3.1 with ruby 1.8.7 on the master and 1.9.3p0 on the agents

Could there be a difference between the files on the masters? Maybe someone copied the files from a Windows machine to one of the masters and the line endings are different, causing Puppet to think the files need to be updated?
