Purging all local users and groups not managed by Puppet

So I want to purge any users and groups (system accounts or regular) that are not managed by Puppet.

I am currently using:

resources { 'user':
    purge => true,
    unless_system_user => false,

resources { 'group':
    purge => true,
    unless_system_user => false,

I was getting errors because some primary groups were being attempted for deletion before the user itself was. So I added

Resources['user'] -> Resources['group']

That did not resolve the issue. I also tried using require and before with the same effect.

I need the resources['user'] purge to occur before the group purge. I am on Puppet 3.1.1.
