I am looking for a good way to inventory the software on my machines, especially the windows7 clients. From my puppet master, is there a way through the command line that I can get the software and version installed on those windows clients?

Besides a dedicated piece of software inventory program, you can achieve this by either using PowerShell - read this TechNet article.

Or by a simple:

wmic /namespace:root\cli product get name,version

all of that in exec {} of course.
