SRPMs are here - http://downloads.puppetlabs.com/enterprise/sources/3.1.0/sources/ , so is it ok to install the agent from here http://info.puppetlabs.com/download-pe.html and use it with an open source puppetmaster without buying any licenses?

Thanks.

No, Puppet Enterprise is licensed on the per node basis, so using our premade installers for a non Puppet Enterprise installation is against the license terms and agreements for more than 10 nodes. While you could build and install your own packages from the SRPMs, it would probably be easier to use the Puppet Open Source ( http://puppetlabs.com/puppet/puppet-open-source ), or contact our sales team about getting an overview and quote of Puppet Enterprise.
