Using puppet module generate with skeleton: ~/.puppet/var/puppet-module/skeleton/

I'm trying to use puppet module generate with skeleton files created in ~/.puppet/var/puppet-module/skeleton/. However, it does not seem to use the skeleton files at all. --debug and --verbose options does not add additional output to the puppet module generate command. Most probably, I am missing something. My puppet version is 2.7.23 and here is the list of modules:

I found the answer not long after asking but forgot to post the solution: the skeleton is working only for non-root users.
