adding classes and group

I have an existing node definition. I want to add apache class to this node, simple enough. I want there to be a specific group (httpdadm) to put users. Users in this group can add to and modify their virtual hosts (content, etc) as well as add to the conf.d to add and change their virtual hosts without a lot of intervention from my group. If you aren't managing those users with puppet, there is no good way to make puppet do this. The model of puppet is to describe the end state you would like to achieve. There is no definitive state of "all existing users should be in group x" without puppet being aware of what all the users are.
