installing enterprise puppet agent on openstack image

I am running Enterprise Puppet on my bare metal nodes, which includes OpenStack controller and compute nodes. I found a cloud-init script to install the Puppet agent on first boot for new OpenStack instances. This works fine and puppet master console shows the bind request from the new instance. Once I accept the request I am getting notifications that that instance will not be manageable with live management as it is not an Enterprise agent. I see, via cloud provisioning, one can use puppet to instantiate new instances with VMWare and AWS.
